果たして、今回はどんなお話になるのでしょうか？

ここでのtimesは掛け算の『かける』を意味していますね。
上記のが掛け算の式なので、
丸ごと覚えちゃっても良さそうです。

『いつになっても』なんて訳しています。

rateはここでは『速度、進度』のこと。
thatは（間違った）掛け算について言っていますね。
12、13・・・ときているので、
この『進み具合』のことを言っています。
そのことを
at that rate

と言っているんですね。
at that rate自体は
熟語として把握しておいても良いかな、
とは思いますが、どういう作られ方をされているかも、
頭に入れておきたいところですね(´▽｀；)ゞ
